Housing Opportunities Commission of Montgomery County

Position Title:                                      Resident Counselor III (One year term, part-time position)

Division/Department:                       Resident Services

Location of Job:                                  Kensington  

Description:  This is a 20 hour per week part time position with benefits. This position is responsible for providing assessment, goal setting, counseling, ongoing case management for mostly single-parent, low-income families in subsidized housing. Will coordinate services to families in the Family Self-Sufficiency Program as well as monitor progress toward short-term and long-term goals of economic self-sufficiency. Will offer employment-related support to include job readiness, job/education/training placement and networking with resources.

 

Minimum Qualifications:

  • Requires a Bachelor’s degree in Social Work, Counseling or related field (MSW preferred)
  • Minimum of two years experience in case management of low income families 
  • Must possess good oral and written communication skills and understanding of population
  • Must have the ability to work independently and exercise good judgment
  • Must have good computer skills (Word & Excel)
  • Career counseling experience desired
  • Familiarity with resources, client issues and barriers desired
  • Must have good driving record, and own transportation is required
  • Bi-lingual in Spanish preferred.

An equivalent combination of education and experience may be accepted.   Low income residents in Montgomery County with the above qualifications are encouraged to apply.

 

HOC conducts criminal background checks, employment reference checks, and where applicable, reviews driving records in determining suitability for employment.  Selected applicants will be required to submit to pre-employment drug and alcohol screening.  Employment is contingent upon drug and alcohol test results.

The Housing Opportunities Commission (HOC) administers a variety of housing programs in its quest to provide subsidized housing to low and moderate income individuals and families. The two largest are Public Housing and the Housing Choice Voucher program (previously known as "Section 8).

To achieve this mission, HOC operates as a public housing agency, a housing finance agency and a housing developer.

The Montgomery County government provides funding for the Commission to manage the following service programs:

Affordable Housing Development: acquires Moderately Priced Dwelling Units (MPDUs) for rental to lower-income families;

Public Housing Management: maintains community norms and relationships between homeowner associations and public housing residents;

Services to Residents in Assisted Housing: provides counseling and support services to low-income individuals and families in assisted housing; and

Housing Resource Service: provides up-to-date information on available housing programs.

Who Are We?

The Housing Opportunities Commission is a government organization that administers federal, state, county, and private affordable housing programs.

We are the public housing agency for Montgomery County. We develop housing; provide mortgage financing to developers and first-time homebuyers; manage public housing and other rental units; administer rental subsidy programs, including the Housing Choice Voucher Program; and provide counseling and support services to lower income individuals and families in assisted housing.

HOC is governed by seven volunteer commissioners, who are appointed by the County Executive to serve five-year terms and confirmed by the County Council.
