   Job Description FULCRUM IT JOB DESCRIPTION

Position Title: Project Manager (AF Fiber)
FLSA Status: Full-time, Exempt, Salary plus Uplifts
Clearance: Secret
Location: Afghanistan
Manager: Program Manager


Summary: This position will be the on-site Project Manager overseeing both the contract and personnel. The position requires a 70-hour work week.


Duties & Responsibilities:

1. Oversee the installation of all base copper and fiber optic infrastructure through conduit and manhole systems.
2. Candidate must be able to intelligently design and implement via installation crews a commercial grade fiber optic backbone for all base communications.
3. Hold weekly meetings with team level leadership to maintain continuity of information flow, and foresee any possible issues: logistical, personnel, work load, environmental, administrative, etc.
4. The on-site project manager is responsible for ensuring all monthly activities are documented and forwarded to the appropriate agencies.
5. Candidate must be able to coherently presently plans and information to senior customer and company leadership, providing sometimes daily status briefs.
6. Candidate will have to attend all necessary meetings and teleconferences with the most recent and relevant information available to brief to leadership.
7. Interface with the mid and senior level customers in theater, ensuring deliverables are being met in a timely manner with quality results.
8. Cultivate a working relationship with senior leadership, developing future opportunities while maintaining current work.
9. The on-site PM coordinates all housing, transportation (military and commercial), network access, site access and health and welfare services for all employees.
10. The on-site PM will provide administrative support and guidance to all in country employees, ensuring all pay roll, benefits, time collection and any other administrative issues are addressed in a timely manner.
11. The on-site PM must conduct negotiations with local vendors for various services (rental vehicles, internet connectivity, etc.) to ensure proper maintenance and pricing of services and materials rendered.
12. Minimum monthly interface with vendors must be maintained to ensure no gap in service.
13. Supervisory responsibilities are assigned with this position.
14. Other duties may be assigned, as necessary.

Minimum Requirements:

• Education / Experience: Bachelor's Degree and/or 15 years relevant experience in running/managing military communications networks/systems; plus 3 years project management experience. Marine Corps experience is desired.
