HRIS Senior Manager
The George Mason University, Office of Human Resources and Payroll invites applications for an Human Resources Information Systems (HRIS) Senior Manager.
The HRIS Senior Manager supports all production and emerging technology solutions utilized by the HR and Payroll team. This role provides product and process leadership for all projects, enhancement, and support initiatives as they arise; working cooperatively and in tandem with the universityâ€™s Information Technology Unit (ITU), Finance and Budget departments to achieve desired results. The goal is to ensure that HRIS solutions are delivered in a timely, efficient and effective manner while adhering to IT service delivery standards and meeting or exceeding operational expectations and requirements. The HRIS Senior Manager will provide quality and timely HR business solutions by leveraging the full functional capabilities of implemented technology solutions, managing a staff of three full-time and two part-time employees.
Duties and Responsibilities: * Working with key business functional partners, plan, design, build and support system implementations which enable business process and information delivery success. This position will serve in a product management and functional role in the delivery and deployment of internal enterprise resource planning (ERP) solutions, third-party vendor relationships, and state information systems. Accountabilities include project management and prioritization. * Supervise Applications Analysts, Web Developer, HRIS Assistant, and Employment Verification Specialist. Develop staff. Ensure cross-training and work with ITU community on planning and testing. * Serve as a liaison to IT to address business process and information delivery changes and their impact on the organizationâ€™s systems. Develop standardized documentation and policies for HR and Payroll IT solutions. Ensure that all processes and documentation are adequate and effective to meet specifications and audit requirements. Routinely audit end-user entry in accordance with written procedures to ensure data integrity and system compliance. Work collaboratively with IT to troubleshoot, research and escalate issues as necessary, proactively keeping end-users aware of status and taking responsibility for ensuring that outstanding issues are addressed in a timely manner. * Design, document, implement and monitor ad hoc and ongoing queries/reports in HR and Payroll systems that accurately reflect internal customer requirements, and capture data that can be analyzed to manage business operations. Deploy reporting capabilities to automate manual activities, improve processes and enhance accuracy and efficiency, and deliver reports with a high degree of service in a timely and effective manner. * Provide training and support to HR and Payroll team and university application users related to HRIS and data applications. Assess and analyze HR and Payroll technology performance, and derive solutions to end-user issues and inefficiencies. * Lead, mentor and coach HR functional users in making appropriate process and information delivery changes/decisions to deliver desired results. * Collaborate with internal (i.e., HR and Payroll) and external (e.g., HR Liaisons, Budget, Fiscal Services, Office of Sponsored Programs, etc.) customers to develop implementation plans that maximize resources, ensure timeliness of delivery, and optimize technology solutions. Plan, develop, test and complete programs; provide effective project control; and provide appropriate updates and reports to senior management.
Tasks are varied and highly complex. Tasks include formulating, interpreting or implementing laws, rules and policies. Position provides consultation advice on matters of administrative or operational significance to management. Position uses judgment and discretion to develop HRIS solutions, and completes or delegates programming functions. Position works directly with HR Liaisons to resolve HRIS issues, and provides training/education. Position interacts daily with HR and Payroll staff and has frequent contact with the universityâ€™s ITU division. Work is completed in an office environment with minimal physical demands such as occasional lifting/moving materials less than 20 pounds.
Qualifications: * B.S degree in a technical discipline, or an equivalent combination of education and experience. A masterâ€™s degree is preferred; * Significant functional experience in human resource or payroll, performing an HRIS role; * Previous experience performing HRIS analysis and ad hoc report writing, excellent SQL skills, understanding of Oracle Discoverer and Reporting, solid analytical and problem-solving skills, proficiency with Microsoft Office suite of products including advanced MS Access and Excel skills, and knowledge of trends in the HRIS field and current technology offerings; * Experience in investigating, analyzing, estimating, designing, testing and implementing system applications in a large integrated PC/client-server/Internet technology-based delivery environment; * Must have proven experience handling confidential data; * Must have experience effectively communicating technical subjects to cross-functional audiences with varying degrees of technical aptitude; * Must possess demonstrated research and analytical skills with experience in analyzing, troubleshooting and resolving technical problems in a team-based setting; * Must possess a demonstrated understanding of user interface display and how it relates to back-end data structures and business processes; and * Must possess demonstrated excellent communication, collaboration, and customer service skills.
Additional Qualifications (Preferred): * A minimum of three years of direct people and project management experience is preferred; * Experience working in the large public sector and/or higher education environment; * Current and relevant work experience with HRIS systems including substantial demonstrated high-level Ellucian Banner, or similar ERP software experience in a higher education setting; * Human Resource Management certification and project management training; * Knowledge and/or experience with PeopleAdmin, or similar third-party talent management systems, and online benefits enrollment applications; and * Knowledge and/or experience with time and attendance system applications.
