The Development Effort Consolidation Contract (DECC) of which CSC is the lead under the Centers for Medicare and Medicaid Services (CMS) constructs CMSs forward looking health care quality systems environment. This program just started it's 4th Option period supporting various lines of businesses across the agency.
Under direction from the Project Manager, is responsible for the overall planning, management and completion of assigned IT projects.
Works with customers to manage project scope of work, documents and project plans. Uses project management skills to manage project roles, identify resource requirements, meet training needs, define project deliverables, provide customer satisfaction and reporting structures and insure quality of projects.
Validates feasibility of the technical approach to be used on a given IT project and manages the system development process including the development of a systems analysis, technical design, coding, testing and acceptance of an IT system and/or application.
Ensures effective communications and relationships between customers and project team members are effectively maintained.
Duties may require 24 hour, seven days per week for project support as required by the project phase.
Assigns, schedules, trains, reviews, and monitors project work to ensure that progress is within
expected guidelines and is completed on time and within budget.
Mentors and provides expertise to other project team members.
Considerable problem solving, risk management and decision-making skills.
Extensive knowledge in project management and tools like Microsoft Project.
Prepares and presents oral and/or written technical reports and project presentations.
Organizes and conducts project team meetings.
Utilizes current company/department specific software to complete assignments.
1. Considerable ability to interpret technical procedures with clients, peers and other relevant personnel.
2. Reasonable knowledge of current hardware and software technologies and uses.
3. Considerable ability to develop, lead, motivate and supervise working teams.
1. Experience with Healthcare industry/Center for Medicare/Medicaid Services (CMS) in particular.
2. Formal Project Management Certification (PMP).
3. Experience with CMS ILC a plus
10 years experience in the software engineering field. At least 4 years experience in a supervisor capacity.
