Position Title:

Director of Business Development

Clearance Requirement:

U.S. citizenship and current secret-level security clearance or ability to obtain a clearance

Job Description:

Leads the development and execution of overall business development strategies to include identification, qualification and assessment, in addition to the pursuit and capture of high priority clients through contract award. Manages current business development efforts for Navy Acquisition Programs. Expands business to other venues including, but not limited to, commercial, other federal agencies, and both state and local government. Supports the full spectrum of PE capture and proposal activities. Utilize Deltek GovWin as lead generation tool and teaming partner identification/analysis.

Duties:

·        Formulate, communicate and implement customer call plans to identify and prioritize customer requirements, key decision-makers and competitor positioning

·        Develop and maintain relationships with key customers/partners in the NAVSEA (including PEOs and Naval Surface Warfare Centers) market and expand into other Federal, State, Local and Commercial Markets.

·        Responsible for maintaining company bid-employee ratios

·        Responsible for revenue growth goals

·        Maintain current knowledge of the customer’s requirements, expectations and overall needs

·        Research and network with potential new clients

·        Assess markets, identify opportunities and develop win strategies for pursuits

·        Identify key discriminators, price to win and win themes based on knowledge of customer needs, requirements and hot buttons

·        Define plans and track progress in developing pipeline, managing captures, submitting proposals and awards to company achievement of revenue and profit targets

·        Understand the strengths and weaknesses of our competitors and develop/implement winning strategies that highlight PE strengths and mitigate PE weaknesses

·        Develop and maintain key metrics, competitive analysis and management decision briefs on opportunities, including conducting SWOT analysis, organizational trend analysis, customer partnership/relationship assessment and ghost strategies to determine probability of each capture

·        Lead teaming efforts as required through managing the process for review, approval and execution of non-disclosure agreements (NDA) and teaming agreements (TA)

·        Provide support to proposal and capture team, establish necessary resources and budget/funding requirements, establish timelines, and assist with proposal presentation as required

·        Represent PE at conferences, symposia and professional trade shows as required

Skills/Qualifications:

·        A minimum of 10 years of hands-on experience in business development

·        BS/BA in engineering, business management, computer sciences or equivalent

·        Proven experience entering new markets

·        Experience with commercial bids and proposals

·        Understand of cost strategies and impact on profitability

·        Proven experience leading and winning contracts in NAVSEA program support services (PSS), acquisition program management, systems engineering and technical assistance (SETA), information technology including integrated data environments (IDE), web development, enterprise product life cycle management (ePLM) or other forms of SeaPort-e

·        Customer knowledge in the Department of Defense, NAVSEA and its PEOs, Naval Warfare Centers, other DoD components or DHS agencies and components

·        Knowledge and an understanding of the competitors in PE market space

·        Prove ability to develop and implement creative strategies into winning bids

·        Shown excellent written and verbal communication skills in past experiences as well as presentation, management and team building skills

·        Proven interpersonal, negotiation, marketing and communication skills

·        Demonstrated understanding of FAR/DFAR and other regulations and policies associated with government procurement, contracts, modifications and general acquisition

·        Must have excellent analytical, organizational, and leadership skills

·        Must be a seasoned, collaborative leader that is self motivating and can motivate our staff to achieve aggressive goals and objectives
