It happened in Vegas -- but didn't stay there. In April, the nation found out about a wild General Services Administration regional conference that cost taxpayers $820,000. It didn't help that the man who played a big role in organizing the hoopla, Jeffrey Neely, was photographed smiling in a huge hotel tub, two cocktails on a tray before him and a sunny Nevada panorama behind him. Neely, who spiffed up for a Congressional appearance, was gone by May, and the agency has trimmed costs and contracts for gatherings since.
