A 20-year-old District man has been arrested and charged with second-degree murder in the slaying of a man on June 21, a D.C. police spokesman said Wednesday.

Officers from the Third Police District responded at about 2:20 a.m. to a call of a shooting near the intersection of Fuller Street and Mozart Place NW, spokesman Hugh Carew said.

Upon arriving in the 1600 block of Columbia Road NW, they found an adult male who had been shot. The victim, identified as Luis E. Avila Melendez, 27, of Northwest, was taken to a hospital, where he was pronounced dead.

Manuel Antonio Garcia, of Northeast Washington, was arrested about 4:40 p.m. Wednesday by homicide detectives and members of the Capital Area Regional Fugitive Task Force, Carew said.
