Police said McCarter, who drives a fuel delivery truck, picked random, lone women who ranged in age from 20 to 50 and lived in ground-level apartments. He watched them in their homes while he committed a sexual act. The incidents date to 2011 and happened between 1 a.m. and 4 a.m., according to police.
