Route 1 dilemma

The Federal Highway Administration is deciding how to widen Route 1 near Fort Belvoir, which has added thousands of jobs as part of the base realignment process. If the road is widened in place, historic Woodland Plantation would be forced to surrender land and move buildings. A southern bypass, shown here, would put in jeopardy Woodlawn Stables, a family business that boards horses and teaches riding. Read related article.
