The consultant IFF divided all D.C. public and public charter schools into four tiers based on test score trends. Here are “Tier 4” schools IFF said should be turned around or closed. The consultant recommended finding better educational options to replace any seats lost to closure. City officials stress that the recommendations are not binding and that there will be lengthy community consultations before they take any action.
