Former Navy official arrested on child porn charges

A former undersecretary of the Navy and Reagan administration official has been arrested on charges of possessing and reproducing child pornography in Fairfax County, according to court records.

James Daniel Howard, a Clifton resident, is currently out on bail awaiting a plea hearing scheduled for June 4. Howard, who has also held positions in the State Department and Foreign Service, was arrested in January, according to court records.

He is facing two counts of possession of child pornography and two counts of reproducing child pornography.

Howard was nominated by President Bush to be undersecretary of the Navy in 1989. Previously, he had served as special assistant to President Ronald Reagan and deputy press secretary for foreign affairs from 1986 to1988, among other posts during a long career in Washington.

Howard’s attorney did not immediately respond to a request for comment.
