Transportation: The newly completed Telegraph Road interchange, the last major phase of the Wilson Bridge Project, opens to drivers .

Star Scientific:Virginia Attorney General Ken Cuccinelli II will announce that he is appointing outside counsel to defend the state in a tax lawsuit that was filed by a company whose stock Cuccinelli owns .

Clearing skies: Fog and rain should dissipate this morning, but gusty winds will accompany sunshine later.

Cherry blossoms: The flowers haven’t fully bloomed, but that won’t stop Saturday’s Cherry Blossom 10-miler Run. The race expo starts today at 1 p.m.
