D.C. police say they have made an arrest in the 1994 killing of a Northeast Washington man.
Frank Joseph Williams IV, 41, of Silver Spring was charged with first-degree murder in the Oct. 15, 1994, death of Kevin Spencer Proctor. Proctor, 29, was shot in Northeast.
A passenger in a car was found with life-threatening injuries Friday night in the Seat Pleasant area after shots were heard there, Prince George’s County police said.
During the investigation into the shots, an officer stopped a car near Hill Oaks Road about 7:30 p.m., police said.
After the driver emerged, his actions caused the officer to feel that he was in danger. The officer fired his gun, but bullets did not strike the passenger or anyone else, said Lt. Bill Alexander, a police spokesman.
It was unclear how the passenger was wounded, police said. The incident was under investigation.

A fire, possibly ignited intentionally, broke out Friday night in an eight-story condominium apartment building in District Heights, authorities said.
The fire broke out on one of the colder nights of the year in a building in the 2000 block of Brooks Drive, county fire department spokesman Mark Brady said. He said smoke was being ventilated after the small fire on the fifth floor.
No injuries were reported.

Five people have been charged in recent acts of vandalism that damaged more than 100 parked cars in the Centreville area, Fairfax County police said.
Three adults from Manassas have been arrested and charged with four counts of felony destruction of property and two counts of misdemeanor destruction of property.
The vehicles were struck with BB-like projectiles between Feb. 2 and Feb. 18, police said.

A former Fairfax County firefighter and paramedic was sentenced Friday to 151 / 2 years in prison for producing child pornography, according to authorities and court records.
Andrew Choi, 35, of Springfield pleaded guilty in September to production of child pornography.
