Man fatally shot in Northeast

A 45-year-old man who was shot in Northeast Washington on Tuesday night has died, police said.

The victim, Lawrence D. Phillips, lived in Southeast, police said. They said friends took Phillips from the 400 block of 18th Street NE, where he was shot, to a nearby hospital. He died Wednesday morning.
