Edwin J. “Jim” Williams Jr., a retired Army colonel who served in the Army Corps of Engineers, died Jan. 9 at the Fairfax retirement facility in Fort Belvoir. He was 87.
He had congestive heart failure, said his daughter Geraldine Turner.

He had congestive heart failure, said his daughter Geraldine Turner.
As an Army engineer, Col. Williams served in World War II, the Korean War and the Vietnam War. He also conducted surveys and helped design dams in the United States. After 33 years of service, he retired in 1974 as a director at the Army engineer school at Fort Belvoir.
Edwin James Williams Jr. was born in Baltimore and was a 1949 graduate of the Virginia Military Institute.
In retirement, Col. Williams worked for Bechtel and also served as a contract negotiator for the Washington Metropolitan Area Transit Authority during the construction of the Metro system.
His wife of 55 years, Geraldine McCarthy Williams, died in 2010.
Survivors include three daughters, Geraldine Turner of Goochland, Va., Margaret Williams of Fairfax City and Patricia Williams of Falls Church; and a brother.
