Off-duty officer foils bank robbers in Montgomery, police say

An off-duty Montgomery County police officer spotted a bank robbery Thursday, leading to two arrests, county police said.

Police said Officer William Morrison was outside the M&T Bank branch in Damascus when he saw the holdup.
