Residents of the District’s Ward 5 are about to elect a replacement for prison-found former D.C. Council member Harry Thomas Jr. Many of them are also concerned about development in their neighborhoods, and they wonder if they have a place in the future of the area.

Ruth Miller, 61, moved to Quincy Place in 1956. She is undecided about who to vote for in the Ward 5 special council election. She likes the development underway in her neighborhood, but she wishes more of the amenities served the whole community and not just newcomers.
