These states are planning to steer 4.4 million Medicaid patients to private health-care plans over the next two years to help cut the costs of their state-federal program for low-income people. Beginning in 2014, the federal health law will expand Medicaid to 16 million more people across the United States, many of whom will also enroll in private plans. Florida’s proposal is pending approval from federal officials.
