Exceeding goals, and falling short
In 1997, 37 countries pledged to cut greenhouse-gas emissions. By 2009, some of the targeted reductions for 2012 had already been surpassed. Although some participants — including the United States — increased their emissions, the global economic recession may have succeeded in turning that around. Read related article.
