In Alaska: Connecting to an airport through a wildlife refuge?

Alaska state and municipal officials are offering to exchange Alaska Native and state land to the federal government for an easement through the Izembek National Wildlife Refuge. The road would link King Cove to an all-weather airport in Cold Bay. (Read related article)
