The sky lightens at dawn behind the Capitol building in Washington. This is an HDR composite image created by making several photos of the same scene, but exposing for all tonal ranges. These images are then combined with software into one image that expands the shadows and keeps the highlights from blowing out, while enhancing the saturation of the colors.
