A new study finds that half of black men are arrested by the age of 23.

• Anthony Graves, a Texas man wrongly convicted of murder and sentenced to death, is asking for criminal charges against the prosecutor who convicted him. Graves was exonerated and released in 2010.

The Supreme Court will decide whether the government can freeze the financial assets of suspects when doing so prevents the suspects from paying for a criminal defense.

• The head of the International Association of Chiefs of Police is calling for limits on police surveillance powers.

The Columbus Dispatch reports that 800 private security officers in Ohio have police authority to carry guns and make arrests, but are exempt from public records laws.
