SCOUTING REPORT

>> The beneficiary of a decommitment from Georgia safety Jordan Noil, Carter quickly committed after Maryland rushed to offer him a scholarship. The conversation lines between the Terps and Carter had been open for a year now, but only after Noil decided to go elsewhere for college did Maryland extend a scholarship to the under-the-radar defensive back. Carter accepted without hesitation. In fact, it took four minutes.

>> Per colleague Jacqueline Kantor, Carter had offers from Shepherd, Fairmont State and Delaware State, but was leaning toward Towson until Maryland welcomed him for an official visit, extended the offer and changed everything.

“I like the academic part, the athletic part, I love the coaching staff and the campus,” Carter said. “I’m excited because I’ve found a home, and another chance to play football.”

>> According to InsideMDSports, Maryland offered Carter as a free safety.
