A tax code favoring the rich

I rarely agree with Robert J. Samuelson, but his Aug. 10 Washington Forum column, “Romney’s tax gift,” made many excellent points. However, although he correctly noted that the top 5 percent of earners pay 40 percent of federal taxes (income and payroll), he did not mention that they bring in about 37 percent of total personal income. This is a barely progressive rate, to say the least. But even worse, under a Romney-Ryan tax plan, the percentage paid by the wealthy would almost certainly be less than their percentage of overall income.  It would, indeed, be Romney-Hoodism in which the rich pay demonstrably less than their fair share.
