Matt Miller’s April 6 op-ed column, “California dreamin’,” knocked down a straw man but missed the point about Proposition 30, the California tax measure. After years of massive budget instability, Prop 30 — when added to $20 billion in new budget cuts — restored fiscal balance to California. Closing a $27 billion budget gap ain’t bupkis, Mr. Miller.
Prop 30 averted tuition hikes and $6 billion in automatic cuts in the education budget. It did not, however, create a state of nirvana in California. No one said it did. But Prop 30 and $20 billion in tough cuts put California’s finances on solid footing.
