Congress can take away the home rule it gave D.C.

The Feb. 16 editorial “Of taxes and fairness” stated that the District is “partly controlled by Congress.” That is incorrect. Article I, Section 8 of the U.S. Constitution gives Congress complete control over the District. Congress delegated some of its authority to the D.C. government when it established home rule, but it retains complete control and can cancel that delegation any time it wishes.
