To paraphrase the Lewis Carroll quotation that led George F. Will’s Oct. 11 op-ed column [“Obama the scofflaw”], “When I use the words ‘the Senate was in session,’ ” Mr. Will wrote in a rather scornful tone, “it means what the Senate chooses it to mean — neither more nor less.”
