In his Jan. 25 op-ed, “Job 1: Bucking up the economy,” Lawrence Summers wrote: “Government has no higher responsibility than ensuring that economies have an adequate level of demand.” Perhaps Mr. Summers truly believes this, but I’d bet citizens in the United States and most other countries prefer their government first to protect individual liberties, provide for the common defense or administer justice. Mr. Summers can make valid pleas for more government stimulus without rewriting the Constitution.
