Last time Jackson served as Rep. John Boehner's (R-Ohio) chief of staff in the early 1990s Republicans were in the minority on Capitol Hill. He helped Republicans chart their way back from the political wilderness to take control of the House in 1994.
The situation was much the same when Jackson returned to the Hill in 2010 to help Republicans sweep into the House majority and make Boehner House speaker, elevating Jackson to become one of the most powerful Hill staffers in Washington.
