Why He Matters

A former policeman who represents a sprawling working-class district along Michigan's northern border, Stupak mostly votes with his party. But the Catholic Democrat has a streak of social conservatism, including famously opposing abortion rights.

During his nine terms representing the sparse 1st district, Stupak kept a relatively low profile. But in November 2009, Stupak became one of the chief dealmakers in the health-care reform debate by spearheading language in the House bill prohibiting federal money from being used to cover abortions. In March 2010, the anti-abortion bloc of lawmakers he led pushed health reform over the top when President Obama agreed to sign an executive order restating that position.

Path to Power

Born in Milwaukee in 1952, Stupak was raised a "Yooper" in Michigan's Upper Peninsula.

After graduating from community college in 1972, Stupak began a career in law enforcement, first as a patrol officer for the Escanaba Police Department before becoming a state trooper.

The Issues

Stupak ranks in the middle when it comes to party loyalty, backing the Democrats 94.7 percent of the time during the 110th Congress.

Stupak has opposed trade pacts such as the North American Free Trade Agreement, which he has said "would be particularly damaging to workers in our manufacturing sector." Stupak is a sponsor of a Rep. Gene Taylor (D-Miss.) bill introduced in March 2010 that seeks to repeal NAFTA.

The Network

Stupak is a protege and close friend of Rep. John Dingell (D-Mich.), the former chairman of the Energy and Commerce Committee and the House dean. Stupak managed Dingell's bid to keep the committee's chairmanship that was lost to Rep. Henry Waxman (D-Calif.) following the 2008 election. Dingell met with Stupak the day before the final health-care vote to discuss the standoff between the bill's leaders and anti-abortion rights lawmakers. "John Dingell had a piece of me," Stupak said at a news conference following the vote.

Stupak has worked with Republicans to limit abortion rights, including Reps. Joe Pitts (R-Pa.) and Chris Smith (R-N.J.).
