Why He Matters

Lujan took over New Mexico's 3rd district by replacing now-Sen. Tom Udall (D-N.M.) after winning the election by a 16-point margin. He was one of three freshman Democrats elected to represent the Land of Enchantment in the House, part of the Democrats' statewide sweep of its congressional delegation.

The son of the New Mexico House speaker and a career public servant himself, Lujan proved especially influential as member and chairman of the New Mexico Public Regulation Commission (PRC), where he helped increase renewable energy requirements in his state.

Path to Power

A native of Santa Fe, N.M., Lujan was born in 1972. His father was Ben Lujan, a steel worker and contractor to the Los Alamos National Laboratory who would join the state House in 1975 and become its speaker in 2001.

After attending the University of New Mexico, but not receiving a degree, the younger Lujan held jobs at a casino, as a human resources manager at an Albuquerque racetrack and as a marketing director for a service that tracks state legislative votes.

The Issues

Among New Mexico's three-member House delegation, who are all freshmen Democrats, Lujan was the most loyal to the party line, voting with House Democrats 98.9 percent of the time through the end of 2009.

During his first year in office, Lujan cosponsored a bill authored by Rep. Luis Gutierrez (D-Ill.) that would pave the way for citizenship for illegal immigrants if they pay a fine and learn English, among other requirements.

The Network

Since Lujan's early days in the state government, he has had the support of then-Gov. Bill Richardson (D-N.M.). Richardson endorsed Lujan a week before Lujan was nominated for the House. Lujan's father is also a close Richardson ally.
