Ousted from Congress in 2000, Bilbray returned Washington in a 2006 special election to replace disgraced Rep. Randy "Duke" Cunningham (R-Calif.), who is serving time for pleading guilty to tax evasion and corruption charges.
Bilbray's first tenure in Congress, from 1995 to 2001, was in many ways a political bookend to the Clinton administration. He rode the GOP wave and defeated a Democratic incumbent in 1994, but six years later he fell victim to voter backlash against the Republican-led impeachment of the president. Bilbray had all but predicted his 2000 loss when he voted to oust Clinton, a move he noted at the time could "drive a nail through my political coffin." After serving as a tax consultant and anti-immigration lobbyist during his years as a private citizen, Bilbray won a closely- contested 2006 special election to succeed Cunningham.
Bilbray was born in 1951 at the North Island Naval Air Station in Coronado, Calif., the son of a Navy officer and an Australian war bride.
Bilbray moved often as a child, spending some time in elementary school in Australia and growing up with learning disabilities.
During the 110th Congress (2007-2009), Bilbray voted with his party 92.1 percent of the time.
During his first stint in Congress, Bilbray developed an independent streak. He backed a federal ban on assault weapons, passed in 1994. While he voted to ban late-term abortions, he also voted for a Clinton administration proposal boosting funding for family planning groups that worked with abortion providers overseas.
Rep. Darrell Issa (R-Calif.) was among Bilbray's most prominent supporters in the 2006 special House election.
Bilbray is a member of the Congressional Surfing Caucus with Reps. Duncan Hunter (R-Calif.) and Dana Rohrabacher (R-Calif.). Bilbray and Hunter have a long history. Bilbray met Hunter, the son of former Rep. Duncan Hunter, in 1980, when the younger Hunter was a preschooler.
