Why He Matters

Facing historic losses across the country in 2010, Democrats looked to Louisiana's 2nd district to buck the national trend and oust Rep. Anh "Joseph" Cao (R), who won this overwhelmingly Democratic district in a stunning upset two years before. Richmond succeeded in winning that seat in the November midterms.

An attorney by profession, Richmond was elected to the Louisiana House in 1999 and later chaired the chamber's Judiciary Committee. An attempt to be elected to the New Orleans City Council in 2005 ended badly when he was kicked off the ballot over residency issues.

Path To Power

Richmond, whose father died when he was 7, was raised by his mother in eastern New Orleans. He studied business management and accounting at Morehouse College before earning a law degree from Tulane University in 1998. He then briefly worked at the New Orleans law firm Gray & Gray.

Louisiana House

In 1999, Richmond challenged state Rep. Naomi Farve in the Democratic primary. A 13-year incumbent, Favre was attacked for being an "absentee representative" and she didn't even make the runoff, coming in third behind Richmond and businessman Eddie Scott.

The Issues

Richmond has called for cuts to a number of taxes. In the Louisiana House, he sponsored legislation that slashed taxes on utilities for businesses; the bill was vetoed by Gov. Kathleen Blanco (D), who said she feared a loss of revenue. He has also called for a reduction in property taxes and for helping low-incoming people qualify for the earned- income tax credit.

Richmond has said he would have voted in favor of the President Obama's health-care reform bill, touting it as a life-saver for Louisiana residents who lack insurance.

The Network

Richmond has benefited from the support of prominent Democrats who have helped him secure electoral victories.

In his first legislative race in 1999, he was backed by then-Rep. William Jefferson, who served as a mentor until his fall from grace in the mid-2000s.To win the congressional primary in 2010, he benefited from the active support of House Majority Whip James Clyburn (D-S.C.), who campaigned with Richmond, and endorsements from politicians like New Orleans Mayor Mitch Landrieu and Sen. Mary Landrieu (D-La.).
