At her May 2009 confirmation hearing, Giles referred to a promise made by President Obama and EPA head Lisa Jackson that "the environmental cop will be back on the beat."

Giles grew up in Buffalo, N.Y. and made her home in Barrington, R.I. Like many of her EPA colleagues, Giles has extensive experience in the public sector, including previous roles at EPA.
Giles was vice president and director of the Conservation Law Foundation's Rhode Island Advocacy Center, where she focused on combating climate change. The Boston-based no-profit organization files lawsuits and aggressively promotes policy changes to improve the environment.
Under Giles, EPA's enforcement goals have suddenly become much bigger. They include cracking down on companies violating the Clean Air Act to reduce air pollution, and preventing groundwater pollution from sewer overflows, surface mining and animal feeding operations by tackling violators of the Clean Water Act.
Giles "can be a bulldog, and I think that's a good thing," said Sean Mahoney, director of the Maine Conservation Law Foundation and a former colleague. But he also described Giles as "a consummate professional" and "straight talker," willing to listen and act when necessary.
Giles reports to EPA Administrator Lisa Jackson and is supported by Principal Deputy Assistant Director Catherine R. McCabe and Deputy Assistant Director Mathew Bogoshian.
In winning the landmark settlement against Saint Gobain and Lafarge, Giles worked closely with Ignacio S. Moreno, the assistant attorney general for the Environment and Natural Resources Division of Justice Department.
Giles donated $900 to Barack Obama in 2008, according to the Center for Responsive Politics.
