Why He Matters

Even when he was a Washington newcomer, Harper was a political veteran. Even before his 2008 election to the House, Harper had played a role in local, state and national campaigns and headed his county's Republican organization.

Harper was one of only two 2008 freshmen representatives to have opened their own leadership political action committees before getting elected. "I spent the years working in the trenches doing grass-roots campaigns," he said. "And if you can do anything, whether it's legwork or financially, to help good folks get elected, that's something you want to do." Harper's friendly fundraising may increase his clout among House Republicans in years to come.

Path To Power

Harper was born in 1956 in Jackson, Miss., where his father worked as a petroleum engineer and his mother was a homemaker.

A graduate of Mississippi College, where he studied chemistry, Harper earned his law degree from the University of Mississippi in 1981.

The Issues

Harper is not shy about his political philosophy, calling himself "a conservative man of faith and integrity." Through August 2010, Harper voted with the majority of his House Republican colleagues 94.2 percent of the time.

Harper, whose son has Fragile X syndrome, established the Congressional Internship Program for Individuals with Intellectual Disabilities.
