Why She Matters

Higginbottom has her hands in everything.

As 2008 presidential candidate Barack Obama's national policy adviser, Higginbottom reported directly to David Axelrod, senior adviser to the campaign. She helped shape the campaign's strategies on everything from education to health care.

Path to Power

Higginbottom was born in Chenango Bridge, a small town in upstate, New York.

A graduate of Rochester University, where she majored in political science, she then attended George Washington University, where she picked up a master's in public policy and philosophy.

The Issues

As the 2008 Obama campaign national policy director, Higginbottom helped shape a range of policy positions. She was particularly interested in education, and Campaigns and Elections magazine listed her as one of the "big thinkers" behind Obama's health-care plan.

In that role, she helped the campaign draft its proposal to ensure universal coverage by allowing those who were happy with their health-care plan to keep it while providing those who weren't with low-cost government health insurance. A version of this plan was enacted by the Democratic Congress in March 2010.

 

The Network

As a member of Obama's 2008 campaign team, Higginbottom worked closely with Policy Director Mark Alexander and with Stuart Altman, the Obama health-care adviser who drafted his plan on the issue. She reported directly to senior adviser David Axelrod.

She is close to other former Kerry aides who joined the Obama campaign, such as Stephanie Cutter and Lou Susman, who fundraised for Obama.
