Why He Matters

As the Los Angeles area's representative for more than 35 years, Waxman has long been one of the most influential House Members.

He became even more powerful in the 111th Congress when he took the reins of the House Energy and Commerce Committee (and its ranking member in the GOP-led 112th Congress). The panel has jurisdiction over President Barack Obama's top priorities, including health care and global warming, and Waxman proved a leader in both fields, championing a groundbreaking energy bill and teaming up with other chairmen to write a tri-committee health bill.

Path to Power

Waxman was born on September 12, 1939, and grew up at his father's grocery store in the downtrodden Watts neighborhood of Los Angeles.

The determined Waxman was the first in his family to attend college; he went to UCLA for both his undergraduate work in political science, which he finished in 1961, and for law school, from which he graduated in 1964.

The Issues

In the 110th Congress, Waxman voted with the Democrats 97.8 percent of the time.

And he served as Democrats prosector-in-chief of the Bush administration's many alleged misdeeds. But now that there will be a Democrat in the White House, Waxman seems to have lost interest and instead will make his mark as chairman of the House Energy and Commerce Committee.

The Network

Perhaps Waxman's closest ally is the one who has been with him the longest: Rep. Howard L. Berman (D-Calif.), who he met at UCLA, who briefly served beside him in the California State Assembly and who now represents California's 28th district. From the 1970s to the 1990s, the "Berman-Waxman machine" was influential in hometown politics, even down to races for judgeships. Berman is the House Foreign Relations Committee chairman.

Phil Schiliro, Rep. Waxman's former committee chief of staff who had been with him since 1982, will serve as director of congressional relations in the Obama administration. This may be one reason that Waxman believes he'll have better cooperation than Dingell with the new White House.
