Path to Power

Koh was born in the United States, where his father, Kwang Lim Koh, was on assignment as a diplomat from South Korea.

But when a military coup broke out in his home country, the elder Koh spoke out against the new dictatorship and was banned from returning to South Korea.

The Issues

As assistant secretary for health, Koh reports directly to HHS Secretary Kathleen Sebelius and is her primary adviser on public health issues.
