Why He Matters

A member of the Blue Dog Coalition, Marshall was one of the House's most conservative Democrats, particularly on national-security issues. A Vietnam War veteran, Marshall was a staunch defender of the Iraq war, chiding his party for "booing in the middle of our own team's play" and criticizing the press for misrepresenting the country's situation.In 2007, he was one of only two Democrats to reject a congressional resolution opposing the military surge.

But none of that helped the Blue Dog during the hellish political climate for Democrats in the 2010 midterms when the national political tide claimed him. Marshall was defeated by state Rep. Austin Scott (R) to represent the 8th district.

Path to Power

Born into a military family, Marshall was a student at Princeton when he enlisted in the Army during the Vietnam War. He served in the Airborne Ranger reconnaissance platoon and was awarded two Bronze Stars and a Purple Heart, one of which he won for heroism during a firefight in a reconnaissance mission in January 1970. After completing his Princeton degree, Marshall attended law school at Boston University.

Upon graduation, Marshall moved to Mason, Ga., where he became a professor at Mercer University Law School. In 1995, he launched his political career by successfully challenging Mason's Republican mayor. In a city fraught with racial tension, his tenure was characterized by outreach to the African-American community.

The Issues

A Vietnam vet, Marshall has been one of the most outspoken Democratic defenders of the Iraq war.

In 2005, he was the only Democrat to oppose a resolution calling for an investigation of abuses relating to the war. In 2007, he was one of two Democrats to oppose a resolution condemning the surge strategy proposed by President Bush. "The anti-surge resolution is akin to sitting on the sidelines booing in the middle of our own team's play because we don't like the coach's call," he said.

The Network

Marshall is a member of the Blue Dog Coalition, a group of conservative Democrats. Its members form the core of his political network. Three other Georgia Democrats are Blue Dogs: John Barrow, Sanford Bishop and David Scott.
