Why He Matters

Donnelly knows the feeling of defeat. The moderate Indiana Democrat lost his first three races for elected office, including a run for Congress, before finally prevailing over GOP incumbent Chris Chocola in Indiana's 2nd district in 2006.

And while Donnelly breezed to reelection in 2008, he maneuvered through a political minefield created by his own party's health-care reform efforts during the dangerous 2010 election cycle. He fended off Democratic pressure to back President Barack Obama's top legislative priority and was narrowly reelected in 2010, defeating conservative ex-state Rep. Jackie Walorski (R).

Path to Power

Raised in New York state, Donnelly arrived in Indiana in 1973 to attend Notre Dame University, from which he got both a bachelor's and a law degree before finally settling down for good in the South Bend area.

He practiced law until 1996 when opened his own small business, Marking Solutions, a printing and rubber-stamp company.

The Issues

Donnelly remains one of the most conservative House Democrats, and therefore, an often unreliable vote for his party's leaders. He opposes abortion rights and government funding for abortions. and has an "A" rating from the National Rifle Association for his his votes against Democratically backed gun-control measures.

In fall 2009, Donnelly underscored his independence from his party byvoting to cut off federal funding to Democrat-friendly Association of Community Organizations for Reform Now, or ACORN, after Republicans produced a videotape showing ACORN workers telling a man and woman playing a pimp and prostitute how to cheat on their taxes. Donnelly said he was "deeply troubled" by the video.

The Network

Though he is not a reliable vote for House Democrats, Donnelly supports Obama, endorsing him in the 2008 Democratic nomination contest against then-Sen. Hillary Clinton of New York. When Obama appeared at the 2009 commencement ceremony at Donnelly's alma-mater, Notre Dame, drawing protests because the president supports abortion rights, Donnelly refused to join in the bashing. Immediately after his speech, Obama headlined a fundraiser for Indiana Democrats, including Donnelly.

Despite their political differences, Donnelly and fellow Indiana Rep. Mark Souder (R) have teamed up on issues most Hoosiers supported, including seeking federal financial help for the state's recreational-vehicles industry and to bring three new veterans' medical clinics to Indiana.
