Why He Matters

Over 17 years in office, Mica is quickly becoming one of the House's old lions. The Republican played a key role in developing the post-Sept. 11 security system for airports, and skillfully leapfrogged the seniority system to win the chairmanship of House Transportation and Infrastructure Committee in 2006.

As ranking member of the panel under Democratic House control, Mica played a prominent role in determining the course of billions allocated to infrastructure by the stimulus bill passed in February 2009. He won the Transportation chairmanship back in the 112th Congressm and should be front and center during the battles over privacy and security regarding the beleaguered Transportation Security Administration.

Path to Power

Born in Binghamton, N.Y., Mica grew up in Miami and spent the first half of his life as an entrepreneur, not a politician. He sold neckties and washed dishes to pay his way through community college and the University of Florida, where he was a member of the College Republicans.

Those early conservative leanings would put him at odds with both of his brothers: the younger, Dan, became a Democratic congressman from Palm Beach County, while Dave Mica worked for a Democratic governor (he is now an oil lobbyist).

The Issues

Mica is a consistent free-market conservative, voting with his party 92.6 percent of the time in the 111th Congress and scoring a perfect 100 percent rating from the the American Conservative Union in 2007 and 2008.

The Economy

During his freshman term, one journalist described Mica as an "unrepentant entrepreneur for whom the verbs privatize and commercialize have near-religious meaning." Early on in his career, Mica started making enemies for his aggressive cost- cutting measures. As chairman of the House Government Oversight Committee Civil Service subcommittee, he enraged federal employees' unions by slashing their benefits "to try and make the wor force operate better." The unions accused Mica of doing the bidding of House leadership in the GOP's drive to balance the budget, and threw their support behind Mica's challenger in 1996, to no avail.

The Network

On the House Transportation and Infrastructure Committee, which has a history of bipartisanship, Mica worked closely with former Chairman James Oberstar (D-Minn.) to advocate for more infrastructure funding.

He has also made common cause with Rep. Don Young (R-Alaska) in their successful proposal to allow pilots to carry guns in airline cockpits. Mica's brother Dan, the former Democratic congressman, is now president of the Credit Union National Association.
