Why He Matters

Carnahan is a third-generation politician from one of Missouri's most prominent families. Politics "always seemed like the natural thing to do in my family," Carnahan said in 2005, after he took office.

While his rise can at least partially be attributed to his last name, Carnahan has a reputation as a non-confrontational and efficient legislator won election to his three House terms with increasingly higher margins. A former member of the Democrats' whip team, Carnahan represents Missouri's 3rd District. He has focused many of his legislative pitches on transportation and infrastructure issues.

Path to Power

Born in 1958 in Columbia, Mo., John Russell 'Russ' Carnahan's political career began when he was eight-years- old handing out brochures for the state legislature campaign of Mel Carnahan (D), his father. Mel Carnahan would become a two-term Missouri governor and was elected to the Senate in 2000 two weeks after dying in a plane crash. Sen. Jean Carnahan (D-Mo.), Russ Carnahan's mother and Mel's wife, was appointed to the seat before losing it in a special election two years later. Grandfather A.S.J. Carnahan (D-Mo.) served in the House in the 1940s and 1950s.

Carnahan grew up in the small central Missouri city of Rolla, earning a B.A. in public administration and later a law degree at the University of Missouri in Columbia.

The Issues

Carnahan voted with his party 98.2 percent of the time during the 110th Congress, ranking among the most loyal Democrats.

Carnahan was a supporter of the Combat Meth Act, which passed as part of the 2006 USA Patriot Act reauthorization. The meth provisions restricted the sales of over-the-counter cold medicines, which could aid in the production of methamphetamines. He was also a co-sponsor of a 2007 bill which authorized federal funding for research on defunct meth labs.

The Network

Carnahan's sister and Missouri Secretary of State Robin Carnahan (D) is the likely Democratic nominee to replace retiring Sen. Christopher "Kit" Bond (R-Mo.) in 2010.

Carnahan has worked closely with other members of Missouri's House delegation, including Rep. William "Lacy" Clay (D-Mo.). Rep. Judy Biggert (R-Ill.) co-chairs the High-Performance Buildings Caucus with Carnahan. He has also worked closely with Sen. McCaskill.
