As Thune's chief spokesperson, Downey is also the message maker for the Senate Republican Policy Committee (RPC). Furthermore, he is a sharp political strategist, having worked on the Bush-Cheney 2004 reelection effort, Florida Gov. Jeb Bush's (R) 2002 reelection campaign and as the team leader for Broward County in the 2000 Florida recount.
In his RPC job, Downey helps prepare "legislative notices" for all GOP senators that summarize the key points of major legislation, its background and likely legislative amendments, all of which are delivered directly to senators' desks on the floor prior to a vote. The RPC also authors policy papers and hosts a resume bank.
