Why He Matters

A veteran political aide, Simmons served on and off for 14 years as the right hand of now-Senate Minority Leader Mitch McConnell (R-Ky.). A talented campaign strategist, Simmons worked on winning Senate campaigns for McConnell and Kentucky's junior senator, Jim Bunning (R). He also served the GOP on two successful presidential campaigns as a press aide for George H.W. Bush in 1992 and as a strategist for George W. Bush in 2000.

As the chief of staff to the Senate GOP leader, Simmons played a key role crafting Senate Republicans' politics and policy. He was a veteran Capitol Hill staffer, having been consistently named to Roll Call's Fabulous Fifty for his prevailing influence.

Path to Power

Born in Alabama, Simmons graduated from University of Kentucky in 1986 with a degree in English and earned a master's in international relations from Kentucky's Patterson School of Diplomacy in 1988. After school, he worked as a junior account manager and special assistant to the president of Hill & Knowlton , one of the largest public relations firms in the world.

He waded into politics in 1992 as deputy press secretary for the Republican National Convention and for the re-election campaign of President George H.W. Bush and Vice President Dan Quayle.

The Issues

Having worked with McConnell almost non-stop since 1995, Simmons knows the Senate minority leader inside-out. The powerful aide is described as someone who likes all aspects of politics, from campaigning to political fights to legislation drafting. GOP strategist Gillespie calls him the "best in the business."

Campaign Operative

Simmons is a sharp political strategist, having worked on a handful of Kentucky campaigns as well as two presidential races. In addition to McConnell, he helped get Kentucky's junior senator, Bunning, elected in 1998. Bunning was so emotionally overwhelmed by running into Simmons after being sworn-in in 1999 that he told the Louisville Courier-Journal, "It's a bit overwhelming with him. He's such a brilliant kid, I tell ya."

The Network

In March 2010, Simmons formed a consulting firm called The First Group with four other former Senate chiefs of staff: Tom Ingram (Sen. Lamar Alexander (R-Tenn.)); Bernie Toon (Sen. Joe Biden (D-Del.) and Bob Russell (Sen. Mark Pryor (D-Ark.).

On Capitol Hill, Simmons worked with McConnell Communications Director Don Stewart and Deputy Chief of Staff Sharon Soderstrom to help shape the message of Senate Republicans. He has spent most of his career with McConnell, but also worked on campaigns for Sen. Jim Bunning (R-Ky.) and President George W. Bush. He worked as a lobbyist for Ed Gillespie and Jack Quinn for one year in 2001, and he considers Gillespie a mentor.
