Why He Matters

Even before Republicans captured the congressional majority in 1994, Smith has long been one of the most influential conservatives on immigration issues.

For over two decades, the San Antonio Republican has sought stricter regulations for U.S. borders and illegal immigrants. Smith's most influential legislative campaign came in 1996, when he was the chief architect of the bill that remade how the country handles the deportation of illegal immigrants. Since then, he has stood firm in seeking more funding for border patrols and rejecting citizenship possibilities for illegal immigrants and their children.

Path to Power

Born in 1947 in San Antonio, Texas, Smith grew up on a ranch in nearby Jim Wells County that has been in the family for four generations. He comes from a line of local politicos; his maternal grandfather ran unsuccessfully for Congress and later became San Antonio district attorney. Smith's great-grandfather was a district judge.

A graduate of Yale University, Smith spent two years as a business writer for the Christian Science Monitor before returning to Texas for law school. He graduated from Southern Methodist University in 1975 and after a few years practicing law in San Antonio, he turned his attention to politics. In 1981, he joined the Texas House before becoming a Bexar County commissioner in 1983.

The Issues

Smith has compiled a consistently conservative record during his 22 years in the House. During the 110th Congress, Smith voted with House Republicans 95.6 percent of the time.

In June 2009, Smith filed papers to create the Media Fairness Caucus, which consists of about a dozen GOP lawmakers who want to eradicate liberal bias in mainstream media. In a June 2009 Fox News interview, he said, that"The greatest threat to America is a liberal media bias."

The Network

Smith stumped for former Gov. Mitt Romney (R-Mass.) leading up to the 2008 Republican primary in New Hampshire. After Romney dropped out, Smith shifted his endorsement to Sen. John McCain (R-Ariz.) before the Texas primary in March 2008.

Smith has been at odds with his Democratic counterpart on the House Judiciary Committee, Chairman John Conyers (D-Mich.), questioning the Democrats decision to begin contempt proceedings against former White House Chief of Staff Joshua Bolten and ex-White House Counsel Harriet Miers. Still, the two have teamed up on several bills since Conyers became chairman in 2007, including the introduced 2009 Patent Reform Act.
