Path to Power

Kovar was born Feb. 7, 1957, in Boston, Mass., and grew up in Newton, a suburb nearby. He developed an interest in politics early thanks to his parents, who worked in state government and volunteered in local affairs.

He attended the University of Rochester, earning a B.A. in history in 1978. He spent the next four years travelling through Europe, canvassing for MassPIRG, a good government group, and working for a wine importer.

The Issues

During his 26 years on the Hill, Kovar has tackled a slew of hot-button issues. At various points, he has focused on immigration policy, Medicare reimbursement regulations, environmental protection, marine fisheries, transportation projects and government ethics.

He has also helped Frank plan and execute economic development projects in the communities he represents.

The Network

In his long political career, Kovar has developed a close relationship with several key lawmakers, including Sen. John F. Kerry and his longtime boss, House Financial Services Committee Chairman Barney Frank.

He is married to political consultant Paula Kowalczuk, who works for American Strategies Inc., a communications firm that specializes in utilizing technology. The two helped Maryland state Senator Jamie Raskin run his campaign.
