Ingram has known Sen. Lamar Alexander (R-Tenn.) longer than many low-level Hill staffers have been alive. They first met in 1966, when Ingram was a political reporter in college in Tennessee and Alexander was a staffer for Howard Baker's (R-Tenn.) senatorial campaign.
They remained friends throughout the years, and Ingram helped Alexander through two gubernatorial, two senatorial and one presidential campaign. He also advised Alexander in different capacities while Alexander was Tennessee governor, University of Tennessee president and Department of Education secretary. "I have great respect for Lamar," Ingram said. "I think he embodies what we want in a public servant. He's here for all of the right reasons. And we're buddies. We have a good time working together."

Ingram was born into an apolitical family in Ozark, Ala. His grandmother actually believed it was wrong to vote. His father was a preacher and his family moved around a lot.
Ingram remembers being in first or 2nd grade when he met his first politician: Alabama Governor Jim Folsom (D). "He was just this huge, bigger-than-life guy who kind of moved into this small group of people and took over," Ingram said. "It was very impressive to a small young person at the time."
Ingram thinks of himself as a bridge-builder. He says that in his government service, he hopes to "contribute to civility and true bipartisan results in the Senate," and describes his expertise as management, team-building, strategy and communications. And Alexander agrees. "I think Tom's greatest skill is as a team builder," he said.
To that end, Ingram played a role in creating the "Gang of 14," which was a bipartisan collection of senators who agreed only to filibuster President George W. Bush's judicial nominees in extraordinary circumstances.
Ingram is closely linked to Alexander, who has been a close friend for more than 40 years. David Morgenstern is Alexander's legislative director and Ryan Loskarn is the SRC's communications director.
Ingram retired from government work in 2009 and became a partner in The First Group with four other former Senate chiefs of staff: Kyle Simmons (Sen. Mitch McConnell (R-Ky); Bernie Toon (Sen. Joe Biden (D-Del.) and Bob Russell (Sen. Mark Pryor (D-Ark.). Russel and Ingram have been roomates.
