Scott, along with Rep.-elect Allen West (R-Fla.), becomes one of only two black Republicans in the House as of 2011, and the first to serve since 2003. Add to that the fact that he hails from a conservative South Carolina district, and it's no surprise the national media swarmed the state in June 2010 to cover his triumphant victory in the GOP primary.
Scott is used to the attention, having already made history when his election to the Charleston County Council in 1995 made him the first black Republican to hold any state office since 1902. During his 13 years on the council, two of which he served as chairman, Scott became a rising star in the Republican Party. After Gov. Mark Sanford (R) tried unsuccessfully to appoint him state treasurer, Scott was elected to the state House in 2008.
Born in North Charleston, Scott credits his mother and a mentor who operated a Chick-fil-A for raising him with conservative values. He set himself the goal of having a positive effect on the lives of one billion people and set himself a "life matrix" blocked out in five-year segments as to how to achieve that.

Scott is interested in promoting a conservative philosophy and moving the Republican Party towards what he has called the "far, conservative right."
As a member of the Charleston, S.C., County Council, Scott opposed raising local taxes and championed a controversial proposal to cap property tax reassessment at 15 percent. He lured Boeing to open production lines in north Charleston and led Charleston County into a costly legal battle with the American Civil Liberties Union by deciding to display the Ten Commandments outside the council's chamber. A judge ordered that the display be taken down.
Scott's political rise has been accompanied by the support of prominent conservative Republicans, most notably South Carolina Gov. Mark Sanford (R). In 2007, Sanford urged the state legislature to appoint Scott as an interim state Treasurer; in 2008, he supported his campaign for the state House.
During his transition to national politics in 2010, Scott received helped from congressional Republicans like House GOP Whip Eric Cantor (R-Va.), whom he talks to every other week, and Rep. Kevin McCarthy (R-Calif.).
