Why She Matters

Foxx's district lies just a bit south of her namesake in North Carolina's 5th district.

A sociology instructor who rose through the ranks of educational administration, Foxx was first elected to the North Carolina Senate in 1994. In 2003, when former Rep. Richard Burr (R) chose not to seek reelection in order to run for Senate, she launched a bid for his seat. Foxx, no centrist herself, beat back a challenger from the right in the Republican primary and went on to win comfortably in the 2004 general election. She is the third woman in North Carolina history to serve in the U.S. House.

Path To Power

Foxx was born in Bronx County, N.Y., on June 29, 1943, but grew up in Avery County, N.C. Foxx went on to attend the University of North Carolina at Chapel Hill and graduated in 1968 with an A.B. in English and M.A.C.T. in sociology.

Foxx continued her education and earned her Ed.D. in curriculum and teaching/higher education from UNC-Greensboro.

The Issues

Foxx's staunchly-conservative ideology has often lured the limelight. She is a controversial figure both in North Carolina's 5th district, and throughout the nation.

Though she later issued an apology, Foxx was in the spotlight in spring 2009 for denying that Matthew Shephard's murder was a hate crime and that it was a "hoax" to pass any congressional bills under such a pretense.

The Network

Foxx was named as the chairwoman of the House Education and Labor Higher Education subcommittee for the 112th Congress. She is an ally of Education and Labor Chair John Kline (R-Minn.).

Foxx also has ties with Rep. Jeff Miller (R-Fla.), whom she held a fundraiser for in September 2010 during the election cycle.
