| Job Description | General Dynamics Information Technology is a top-tier IT integrator that provides information technology, systems engineering and professional services to customers in the defense, intelligence, homeland security, federal civil and commercial sectors. Serves as the primary point of contact for the company, coordinating and assisting with oversight of all Information Management and Information Technology IM/IT issues pertaining to information assurance, computing and communication infrastructure, implementation and operations, and governance issues relating to acquiring and portfolio management of IM/IT products and services. Advises on the formulation and implementation of policy, guidance, direction, processes, and management controls to carry out the Command's mission and recommendations to ensure IT and Information Assurance (IA) compliance and interoperability. Performs IT capital planning and assists in enterprise IT solutions to meet the Command's objectives. Assists in directing the information and data integrity of the enterprise for all IT functions of the enterprise. Reviews all computerized and manual systems, information processing equipment and software for acquisition, storage and retrieval, definition of the strategic direction of all information processing and communication processing, and communication systems and operations. Manages all computer and communication activities within the enterprise, including providing an expert role in the day to day operation of the IT functions and in the command's direction as the enterprise grows through internal growth and external acquisition. Develops and coordinates across the enterprise the implementation strategy for policies, plans and standards required for compliance with higher level authority IM/IT directives. Duties include: information technology capital planning, security, technology assessment, acquisition, process improvement, and architecture development for the entire enterprise ensuring compatibility between enterprise-wide and with other agencies. Advises executive level management on alternative courses of action concerning functional and technical considerations of planned and existing information systems (as it applies to information management process, evaluating emerging technologies, and integrating them into the current/future business environment). Creates an enterprise IM/IT architecture that relates all Navy directed database structures (e.g., Financial Planning System, Medical Readiness Reporting System, Activity Manning Documents, Defense Medical Human Resources System, and the BUMED Active email address directory) to each other and internal reporting database. Manages the IM/IT for the enterprise and acts as an advisory resource and consultant for all enterprise operations. Works with the executive level staff to establish IM/IT long-range goals and objectives. Ensures the goals and objectives are aligned with the command's overall goals. Implements and manages major projects and exercises discretion and judgment in recommending whether to broaden or narrow the scope of the projects. Provides advice and assistance to the Commanding Officer and activities on issues pertaining to IT and computing, communication, and network infrastructure capabilities in support of research initiatives. Advocates the development and priority of IT requirements and operations to ensure they meet Navy Research strategic goals and objectives. Supports collaboration, management, and integration of cross-cutting issues, including IT architectures, interoperability, information management, enterprise data management, strategic planning, and IT investment as necessary to support the mission of the enterprise and support elements within Navy research. Serves as the Customer Relationship Manager in executing all activities with Information Systems. Establishes operational goals and plans, identifying customer requirements and assisting with project oversight. Evaluates project implementation based on performance outcome measures, user's expectations, and benefit realization. Coordinates architectures, policies, guidance, instructions, and directions for the enterprise. Ensures information security policies, procedures, and practices are adequate to comply with the Health Information Portability and Accountability Act of 1996 and the Federal Information Security Management Act of 2002. Requires a minimum of a Bachelor's Degree in Computer Science (or related field). Requires 10-12 years of progressively responsible experience in IT strategic initiatives(in the following): Demonstrated ability to understand complex challenges and appropriately lead team and deploy appropriate technological solutions. Through knowledge of appropriate programs languages used in data processing applications. Demonstrated knowledge/experience of large computer network, server, operations, database systems design, programming and security. Demonstrated experience applying cost benefits analyses for IT infrastructures. Understanding of opportunities and challenges of working within a complex DoD environment. Knowledge of project management skills in order to accomplish ventures such as developing, building the business case for, and leading an enterprise-wide modernization plan to standardized organizational, program, and project performance; including skill in the development of measures (including metrics), implementation and interpretation of results programs and projects. Demonstrated skills in applying IT security products and services sufficient to evaluate, recommend the acquisition of, implement, and disseminate IT security tools, protection of information asset infrastructure, system testing and evaluation, troubleshooting, planning and coordination of the installation, upgrade, and maintenance of the operating environment, compilers, utilities, communication systems, security package, scheduling systems, and application software packages.
